She should definitley be inside, especially at that age. A 1 month old dog should not have even been taken from its mother yet, let alone be left outside. Food should be a nutricous brand and typ that is specifically for puppies. As far as the crying and sleeping- bring her indoors, give her daily excersise, training, and socialization(very important for this breed)-and dont forget affection- and see if that combo helps.
